An organization such that everyone, from employees, managers, officers, to the president, are constantly keeping in mind "the possibilities of risk" within the company, the customers, as well as with the neighborhood. The same also applies to educational institutions.
Organizations composed of 30% or more employees/teaching staff under the belief that it is not their job to be concerning themselves with, or much less have to confront with issues that involve risk, have a higher risk of being involved in a crisis.
